I know the term is taken from rally racing, but does my failing brain remember correctly that a most famous utterance of this was by one "Jenks" to his driver Sitrling Moss in the Mille Miglia one year, resulting in a moment slightly hairier than the average brown bear.

Maybe Denis Jenkinson was the first person who read pace notes during a motor sport event.
I only know about pace notes in rallying, but indeed, your remark is in the right direction:
Stirling Moss talks about "Flat out", which means almost the same as "Flat over crest".
