It would make sense to limit the smaller engine cars to slower motors e.g. 21k short motors
...the bigger engine cars to faster motors e.g. 22.5k short motors
...and modern touring to include long cans e.g. 23k (SlotIt DTM motor is 23k)
...for example

Actually the slot it DTM models are 21k rpm, but the basic idea is worth considering

Yes I have now added Pioneer car brand to the over 2.0 Litre Event above, I know the Mustang Knotchback did compete in Touring Car competitions, but not sure about the Dodge Charger ? I have not compiled a Car list as yet, but basically any car must have competed in any Global Touring Car competition.
The idea of restricting the choice of motors to 21K rpm is to narrow the motor performance difference between the cars competing between the Revoslots, Slot it, Modified Standard & Procars. As in this proxy I would see all these car Classes racing against each other.... perhaps ?
As always I am open to persuasion at this stage, so I am not totally fixed on this "rpm" issue as yet, kinda hoping to be inspired by the results coming from the current proxy. I will be considering this issue before I set the "Draft rules" in July, but I would like to at least restrict the motor types to S-Bell or Short Can.
I guess your preference from your perspective in the US , is at least to able to use the Predator 22.5K rpm motor ?
The 22.5k motor would be great as well as the Cahoza 21. NSR 21k motors may offer more or less performance depending on what side your spur or crown gear is on, it may be worth checking. I only mention use the Slot It flat6 and RS as it would allow for lower centers of gravity for some narrow cars or anglewinder considerations for others. And they are typically softer than the numbers stated on the can from my experience.

The Cahoza motors generate too much magnetic downforce unfortunately, so they will not be allowed for our tracks.
But I will look maybe at Kevan's idea of permitting the higher rpm S-Can motors just for the Over 2.0 Litre cars, as it is a more open Event than the other 2.

Maybe playing devils advocate with this suggestion, but there are clearly potential entrants who are put off with my tendency to complicate the proxies with different classes, so I am thinking of a more conventional approach ?
Event 1 Under 2.0 Litre Touring Cars (1960-1989)
Standard Class - Revoslot Cars
Motors std Revoslot
Event 2 Over 2.0 Litre Touring cars (1960-1989)
Open Class - RTR or scratchbuild , but ProCar branded (ie Slot it, Avant or SRC) cars must use brand parts.
Motors S-Bell or Short Can Max 23k rpm
Event 3 Modern Touring cars (1990- to date)
Controlled Class - 3d chassis based on in line motor orientation only.
Motors (S-Bell only) max 21k rpm
