Are those final positions after penalties applied for over width tyres etc?

No, the penalties points would have been applied after the final round, Jason had set up a mechansim on the scoreboard for this eventuallity for me.
But as it is, there is no final results to apply the penalties to.
So the table is just a fact of the points allocated when the race was abandoned.
