13.8V to 10V is over a 25% drop in performance which could explain the 'slow', 'underpowered', 'lacking punch' comments we're seeing for some cars.
I don't think the voltage is entirely to blame, when I did the qualifying session on my (not so fast) curvy Carrera track I used 12volts and the Deadheads Rover SD1 was fastest in the Event and 11th fastest overall.
It is always the case that cars which are developed on a particular track are most likely to run best on their home track. And that is regardless of who is actually driving them. That is apart from my own cars which seem to run better on other peoples tracks
