That's where you're getting confused

3:1 is a higher ratio than 2:1...this give you:

• faster acceleration
  
• lower top speed
  
• more brakes
  

conversely 2:1 is a lower ratio than 3:1...this gives you the opposite:

• slower acceleration
  
• higher top speed
  
• less brakes
