If you run two cars at different times on your home track, never at the same time, can you pair an SCP2 with both cars so you can just swap between them without having to reprogram the controller?

The answer is "yes"
The pairing process does not lock a controller a car, it just puts them on the same frequency " car / track" number.
For oxigen endurance racing, I have had a driver with a car on the track and a car on the workbench running simultaneously mirroring all of the acceleration and braking in real time.
