So once the factory produces the chip they will program the chips.
For this John 3D printed some holders, designed and had produced purpose made PCBs, fitted 4 way spring loaded prongs along with USB socket etc.
These need to be made very accurately or the programming won’t work. 
These will be shipped to Taiwan this week.
