In modern times it is far from easy to pull regular sickies in the Civil Service. In the department I worked for (until recently) every days sickness was scrutinised.
As far as leaving a message goes departmental policy was that you didn't leave messages as you couldn't guarantee that the intended recipient was the only one who had access to the message service. The view was that the intended recipient may not want others to know that they had contacted our department so leaving a message could lead to a breach of confidentiality.
Things are not always as simple as they first appear in these politically correct times.
