VAT on non-UK Purchases

I did get a reply from RM after 4 days, basically to say border force decides the duties and the RM just do as told  Rofl
 I asked what was the declared value but had no response ...

Today a parcel arrives, no duty to pay  Sun

What if a seller isn't VAT registered (under £135 purchase? )...are we just paying over the odds? Where does that VAT go?
