Remembering you have the Lancia Ferrari D50 as your version with the incorporated panniers was called , I managed to find this pic .

I thought it might be added cooling for...... something and I think that may be what it is

Looking closely below - you can see that the piping parts are aluminum and small radiators would be flat black....
