RE Brian's questions:

- on ride height 
Always best to have the chassis parallel to the track and as low as possible (within the rules of club that you attend)
A flat plate and shims are the way to achieve zero-rake.
Be aware that different tracks require different setups because the track rails (or track braid) are often at different heights. 
Ninco rails are proud of the track, scaley are flush, wood tracks often have recessed braid. 

- On gearing 
Look for an old posting of mine called "gearing explained" 
Managing the balance between ride height, wheel size and rollout is a key skill, especially in endurance racing where tyre wear and its effects have to be managed through the race duration.

- regarding Jeremy's question on rule formulation. 
Start with objectives: 
Is there (or is there likely to be) a  nice matched set? 
Does the manufacturer have a good reputation for providing quality builds?
Are these crs likely to provide a good platform for fair racing?

Democracy....
All clubs need a small committee of knowledgeable Racers. 
When all members get a say, it's MOBocracy. No good at all.
Committee should be wise enough to:
 Informally gather members' opinions
 Internally manage by consensus.
We should fight each other on the track. Not in the committee room.
