But a percentage increase is still an increase, no matter how you count the attendance. As long as you don't change who, or how you count then it's still a valid indication that F1 attendances are fairly healthy.

F1 is a business and financial income is income.
The commercial bodies don't care if its an enthusiast paying or a corporate body paying. In several respects the income from corporate bodies is easier to collect and cater for.
Liberty courting race organisers in new locations is not about providing races for enthusiasts its about getting income from corporate hospitality provision.
