Here is the instruction leaflet but it doesn't actually help as it merely says connect the two wires, not which way round!

I would hazard a guess that it doesn't matter anyway, most old Scalextric accessories can be done either way. I don't belong to the Scalextric forum so feel free to copy it over there.

It does mention "special starting track" though where I presume the connection is actually made.
If all he has is the tower maybe that is the problem...

There is no electrical connection to the track and the 'special start track' is just an ordinary one. The unit is wired straight back to the transformer.

This thing just consists of some light bulbs and a clockwork mechanism to run the sequence. As the bulbs are old fashioned DC torch bulbs they shouldn't come to harm if it is wired up incorrectly.
